During a snowfall, the metal drops below the freezing point and snow accumulates. When the snow stops, the metal absorbs heat radiated from the ground below and melts the snow accumulation from the bottom up, leaving the top of the snow untouched. The water flows from the edge of the corrugated metal folds, drips over the edge and, in just the right circumstances, freezes back into icicles, creating the effect you see here.
